About Energy and Security Group

The ESG team brings decades of combined experience in policy support, operations research analysis, computer modeling, economics, financial analysis, and logistics modeling. Our analysts come from a variety of backgrounds across mathematics, economics, and engineering.

ESG Team

Judy Siegel, IDIQ Manager

Judy Siegel brings 30 years experience in clean energy financing, policy, and technology, with a focus on renewable energy and energy efficiency. She has worked in over 60 countries worldwide including in Africa, Latin America, The Caribbean, and the Middle East and has extensive experience in developing and implementing renewable energy projects in rural settings. Ms. Siegel has served as President of the US Export Council for Renewable Energy (representing over 1600 industry members), Deputy Director of the World Bank Asia Alternative Energy Program (ASTAE), and Managing Director of the Winrock International Clean Energy Group. Ms. Siegel has a BA in Economics and Masters in Public Administration.

Tuyet Nguyen, Staff Accountant

Tuyet Nguyen has ten years of experience in providing office support, bookkeeping, and financial reporting services in the banking industry. At ESG, Tuyet manages financial statements and supports human resource functions. Tuyet graduated from George Mason University with a B.S. in Accounting in 2015. Tuyet is fluent in Vietnamese. tuyet@energyandsecurity.com

Maryam Tabatabai, Administrative Assistant

Maryam Tabatabai assists in managing office operations, including financial reporting and human resource activitites. Maryam is currently pursuing a B.S. in Accounting at George Mason University. Maryam is fluent in Farsi. 

Sam Huber, Programmer Analyst

Sam Huber is a Programmer Analyst on ESG’s Modeling and Analysis team. He is responsible for providing computer modeling and other support for ESG’s contracts. He holds a B.B.A in Finance from the College of William & Mary. He has experience programming in Python, VBA, and AMPL.

Thayer Tomlinson, Program Manager

Thayer Tomlinson has fourteen years experience in energy efficiency and energy access specific to renewable energy, agriculture, and environmental issues. With ESG, Ms. Tomlinson manages the support contract for the EPA ENERGY STAR for Small Business and Congregations program. As part of this program she provides energy and water benchmarking training and technical support through Portfolio Manager, produces written technical documents and presentations, and conducts overall program management. From 1998 - 2000, Ms. Tomlinson served as a Peace Corps Volunteer in rural Mongolia teaching English and agriculture. She has an MA in International Environmental Policy and a BA in Asian Studies.

Katia Marchesini, Director of Operations

Katia Marchesini has more than 20 years of experience in program and operations management. For five years she oversaw the coordination of the Western Hemisphere Information Exchange (WHIX) Program on behalf of ESG, a program led by the U.S. Army to promote technology demonstrations and information exchange in the areas of Installations, Environment, and Energy management. Katia also worked for five years at the Unit for Sustainable Development and Environment of the Organization of American States in Washington, D.C. Katia holds a Business Management degree and a Master's degree in Engineering Management with focus on Energy and Environment. She is a native Spanish speaker and has working knowledge of French and Italian.

Erica Harkins Miller, Senior Analyst

Erica Harkins Miller is a Senior Analyst on ESG's Modeling and Analysis team, where she focuses on energy and logistics modeling, economic analysis, and tool development. Ms. Miller has five years of experience supporting energy and infrastructure projects across defense and civil markets. She has built several decision modeling tools and specializes in infrastructure analysis, renewable and clean energy modeling, economic impact analysis, and custom tool development. She also has experience in SQL, VBA, and technical writing. Erica holds a B.S.E. in Chemical and Biomolecular Engineering from the University of Pennsylvania.

Francois Bosselut, President

As President of ESG, Mr. Bosselut oversees daily operations and all programs on the Modeling and Analysis team. Mr. Bosselut joined ESG in 2011 and has supported a variety of Defense projects focusing on operational energy, logistics modeling, economic modeling, and software development. He is a graduate of McGill University, where he earned a B.S. in Mathematics and concentrated on operations research, statistical analysis, and computer science. He has previously worked at the National Center for Biotechnology Information and the National Cancer Institute. He is fluent in French.

Milana Paul, Programmer Analyst

Milana Paul is a Programmer Analyst on ESG’s Modeling and Analysis team. She is responsible for executing research and statistical data analysis, providing computer modeling, and offering support in several ESG consulting and contracting efforts. She is a recent graduate of the University of Maryland, Baltimore County, where she earned a B.S. in Statistics, with a concentration in Applied Statistics, accompanying a Computer Science minor. Her experience in programming include C++, R, Matlab, LaTex, SAS, SPSS, Python, and Java.

Joe Siegel, Analyst and Security Compliance Officer 

Joseph Siegel is a Sustainability Analyst with experience researching and analyzing a number of natural resource conflict areas within the context of sustainable development. He has experience researching and writing on resource security and socioenvironmental policy areas in the U.S. and overseas. Joseph has researched and produced technical reports and presentations on activities related to renewable energy and energy efficiency. He also serves as the Security Compliance Officer for ESG. Joseph received a Master's degree in Natural Resources from Virginia Tech and holds a B.A. degree in Religious Studies from George Mason University.
